Description
Geomatics is a synergy of spatial data in the form of maps, pictures, Global Positioning System (GPS) and non –spatial data. It is one such technology that finds application in every area without exception. GPS along with PDA is potentially a technology bridging the gap between MIS and ground reality. The Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched by the Government of India to provide connectivity to unconnected rural Habitations as part of a poverty reduction strategy. Government of India is endeavoring to set high and uniform technical and management Standards and facilitating policy development and planning at State level in order to ensure Sustainable management of the rural roads network. In the first phase, habitations (hamlets) of Population of 1000 (500 in the case of Hill States, tribal and Desert areas) and above will be Covered. In the second phase habitations of population of 500 (250 in the case of Hill States tribal and desert areas) will be covered. The spirit and the objective of the Pradhan Mantri Gram Sadak Yojana ( PMGSY ) is to provide good all-weather road connectivity to unconnected Habitations. Rural Road Maintenance Monitoring System was designed and developed by “Phoenix Software Solution” for proper monitoring of road maintenance status. It provides support for fetching new road and package information from MIS server at headquarters. This application helps to monitor progress of work for roads or bridge between selected dates, condition comparison for road/bridge between dates is also possible through this software. Key feature of this software is that no entry could be done in absence of GPS signals. After data is inserted into mobile application,it is saved into server by any internet connectivity medium, it can be GPRS,Wi-Fi or direct connection with computer. New Package/Road information is also synchronized to MIS by using this application. This application works on any Windows mobile with GPS.

We have provided our services to MPRRDA for application development for efficient monitoring of maintenance of Rural Roads under PMGSY(Pradhan Mantri Gram Sadak Yojna) launched by the Government of India to provide connectivity to unconnected rural Habitations as part of a poverty reduction strategy. Why is the project unique?
This Project is Unique as this concept is never used before. Currently information on field like condition of roads/pavement, shoulder and bridges are collected by sub engineers and they provide the details to the GM who is head at the district level. The GM of a given district provide condition of rural roads to the State headquarters via a reporting format which is either in form of email or fax ,there is no proof of real condition at ground level. All information provided by sub-engineers is considered to be authentic, while there is lot of difference on the information provided on paper and the real condition at ground level. In the current intervention the following procedure is to be adopted. The sub engineers choose a package of roads and move for field survey on condition of roads/pavement, shoulders and bridge every month. Sub engineers are required to make entry on the PDA device with the help of designed application and send the data to MIS server at state level. The data is transferred into a server-based database automatically with the help of web application on the server. The information is displayed on a dynamic webpage which could be accessed by the users who are authorized to access the information. All the data available in the MIS at state headquarters are authenticated with the help of photographs, GPS based date and time and geo-tagging on Google earth. This eliminates any fake reporting with the help of GPS based date/time, photographs and Geo-tags which could not be manipulated by the Sub-engineers at field level who work as a surveyor. Various features of web application like condition compare helps to monitor the condition of rural roads on various dates on which information was updated on server. It helps to monitor if there is any progress in work of maintenance with the help of photographs of roads uploaded into MIS on different dates. Many other reports are available which helps in very efficient monitoring of field level work at State level. This PDA based system helped in reducing the time lag of information communication and all data available in MIS is authentic and real time.
